constraints, and the issues being addressed
Step 7: Landscape Plan
Step 7 includes strategies for development at the
local level, providing guidelines for policymakers,
land managers, and land users about how to conserve,
rehabilitate or develop the area.

DESCRIPTION :
The property is located on the west side of Buffalo Hollow Road; there
ia an unoccupied stone dwelling of historical significance, in a state
of disrepair, on the property. Also included are a barn, an enclosed pasture
and several outbuilding. The spring house is located on the opposite side
of the road and is need of repair.
LOCATION :
approximately 1500 acres, located in Lebanon Township east of Route
31, between Rocky Run Road (bordering the Geriatric Center to the west)
and Buffalo Hollow Road (bordering Voorhees State Park to the east.)

The southwest boundary is located 40o41'00" north latitude and 74o54'00"
west longitude; northeast boundary is 40o41'30" north latitude, 74o53'50"
west longitude
SURFACE FEATURES :
-
ELEVATION predominantly flat area between 460' and 554' mean elevation
-
SURFACE WATER includes Willoughby Branch to the south/southeast of
the property. Rocky Run is a small body of moving water alone the northwest
boundary. Both are tributaries of Spruce Run Reservoir.

WETLAND AREA is very small and runs along Willoughby Branch; it is included
in the 100-year blood plain

SOIL CHARACTERISTICS soil is predominantly of low grade, with a small area
of highly fertile soil in the north central portion of the property
-
VEGETATION TYPES almost one half of the property is deciduous forest, the
remainder is herbaceous growth
PROPOSAL:
Planned Community
The undeveloped parcel (approximately 925 acres) is located on three
sides of the perimeter of the property, along the north, northeast
and western edges. A community garden plot occupies approximately 200 acres
in the northwest, central portion of the property
The developed portion (approximately 525 acres) is centered around a
central core
-
Goods and services will be centralized in order to reduce dependence on
automobiles
-
Core contains (12) commercial mixed use properties, with residential units
above them
-
Core houses a community club house, pavilion, swimming pool, tennis and
basketball courts, areas to roller blade and skate board
-
Adjacent to the core is a baseball field and track
Residential (300) units include :
-
60 units will provide for low and moderate cost housing
-
24 of these 60 will be mixed use units above the commercial property
-
36 of these remaining 60 units will be 2-bedroom cottages in the core area
-
11 quadraplex units, interspersed inside and around the core
-
40% of these units will be available as rental property
-
106 single family single homes (2/3 bedroom) on quarter acre lots
-
45 single homes with 3 and 4 bedrooms on half acre lots
-
45 farmettes on 3 acre parcels
-
All housing and commercial units will be fully integrated into the fabric
of the community
-
All units will maintain the visual integrity and historic character of
the area
-
The 60 units designated as mixed use or cottages will provide low and moderate
cost housing
-
50% of these 60 units will be available as rental property
-
40% of the quadraplex units will be available as rental property
Mobility
-
The area has two main access roads leading in from Rocky Run Road on the
north and Buffalo Hollow Road on the south
-
One road terminates at the proposed train station
-
All roads will be paralleled by sidewalks and/or bike path
-
Bike paths may allow older students independent access to the elementary
school in High Bridge Borough
