Step 2: Establishment of Planning Goals
Goals provide the basis for the planning process.  They idealize the future situation.
 

PROJECT GOALS

I. To preserve valuable farmland by

II. To maintain the quality of natural resources, including

water quality (aquifer & surface)
include a two-tiered buffer zone along streams, rivers, lakes, and designated wetlands:
100’ on either side: no development
100’-200’ on either side: development permitted, but no impervious surfaces
no construction in a 100 year floodplain

open space
connect natural areas for public access and for wildlife using greenways & corridors (e.g. rails to trails)
eventually purchase new parcels of open land adjacent to the community

forests & parks

III. To construct 300 new housing units that encourage the following

energy conservation
provide incentives to install solar panels

a sense of community
a town center that is pedestrian-based and that is designed in such
a way as to encourage interaction and socialization
schools/recreation areas/services within walking or biking distance
relatively flat land, with no steep slopes

maintenance of rural character
walking distance to undeveloped land
housing designs that are in harmony with the area’s history and culture
preserving older trees and landscaping using indigenous species

diversity
a planned community that includes a mix of housing types
(single family, townhouses, rentals, etc.) that provides for a range of income levels

recycling & composting
