Fluid viscosity causes a transfer of momentum from one fluid particle to another.
Therefore it is the viscosity which causes the fluid molecules near the solid surface to slow down.
Correspondingly, the surface experiences a friction drag force in the direction of flow.
Transfer of momentum between fluid particles slows down the flow
