Here's the latest draft of the Request for Proposals after our
conversation with ESI-P committee this morning. Please comment. Meddie

The National Science Foundation (NSF) provides funds for Summer 1998 CORE
Woodrow Wilson Teachers to facilitate workshops at local or regional
sites. The workshops are to serve 24 teacher-participants. They include
at least 80 contact hours supplemented by 20 hours of (remote) Internet
and World Wide Web support and enhancement for a total of 100 hours.
(Every teacher-participant must receive 80 contact hours and 20 Internet/
Web hours or 20 hours of homework.)

The activities may start as early as January 1999 and should be completed
by December 31, 2000. Woodrow Wilson Teachers are encouraged to be
creative in structuring these hours. Only 1998 Woodrow Wilson
Environmental Science Teachers are eligible to apply.

WWLPT will begin accepting proposals August 1, 1998. All proposals must
be received by November 15, 1998. You may use overnight mail; no faxes or
emails will be accepted. WWNFF will notify you by January 1, 1999.

A selection committee of 1998 participants will advise WWLPT on
apportioning NSF funds. Special consideration will be given to plans for
teachers from the same district or cluster of districts. Proposals will
be judged against a rubric based on WWNFF standards (attached). Your
plans are not actually competing against one another as the committee's
goal will be to reach 400 more teachers with representation from around
the United States and its possessions.

If your workshop plan meets the standards, you will be designated a 1998
Environmental Science TORCH team. 1998 TORCH teams will sign a Memorandum
of Understanding detailing WWNFF's responsibilities as the contractor and
your and your site's responsibilities as subcontractors.

Proposals must be clear and concise: one page for overview, one to two
pages for the agenda and content, one page for budget information.
Budgets are subject to revision upon acceptance. Grant funds will be
dispersed after the event and the filing of a final report.

The maximum request is $350 per teacher-participant. For instance, the
maximum possible request for a program/ institute to involve 24 people in
100 hours of work is 24 x $350 or $8,400.

Use the following format:
1. Team contact name, school and home addresses, phones, fax, email, web
page address
2. Other team members information (same information as #1)
3. Reason for outreach event: Inservice day, new teacher requirement,
etc.
4. Goal and/ or desired outcome re: organization's (school district,
district cluster, parish, etc.) goals and objectives
5. Site description: school name, district facility, etc.
6. Levels of teacher-participants: elementary, secondary, pre-service
7. Structure of workshop: (for example, 5 days, 8 hours a day, 21 June to
2 July 1998 plus 10 hours preparation and 10 hours follow-up on Internet
or 10 Saturdays (dates) 8 hours each plus ....)
8. Number of contact hours (at least 80)
9. Number and description of Internet hours
10. Number and description of "homework/ lab" hours (time spent outside
of contact hours completing projects, for instance)
11. Explanation of registration fees or participant stipends (stipends at
site, not WWNFF/ NSF expense)
12. Statement of whether or not your team is willing to facilitate a
similar workshop at another site that WWNFF finds for you
13. Agenda for your workshop in bullet form
14. Signatures of Woodrow Wilson Teachers and Site Official

Line-item budgets

Cost sharing (cash/ other support) and in-kind contributions (see
glossary below) are required. Include all expenses: presenter travel,
lodging, per diem, stipends/ honoraria ($1000/week per 1998 Woodrow
Wilson Teacher facilitator [$4000 cap]), supplies, materials,
advertising, refreshments, field trip transportation, entry fees, etc.
Base your workshop on 24 participants. Submit the budget in the following

Include a budget narrative and justification to explain each line item. A
copy of the original budget compared to actual expenses and other
documentation is required upon completion of the activity in order to
receive payment.

In-kind support includes facilities and equipment, teacher time (if
released from other duties), etc. (not cash). Cost-sharing includes
stipends, supplies, registration, and travel expenses..

Submit 10 copies must be received by November 15, 1998
