shorter web addresses for institute materials

For those of you who felt that the institute web addresses were too
long, and wished for something a little easier to type, your wish has
been granted. You can now shortcut the "biology/institutes" part of the
address as just "bi" (and similarly for the other institutes):

http://www.woodrow.org/teachers/bi/1998/ (BI98)
http://www.woodrow.org/teachers/esi/1998/r/ (ESI98 Rutgers)
http://www.woodrow.org/teachers/esi/1998/p/ (ESI98 Princeton)

(Of course, the old addresses will continue to work too.) Similarly,
your project can alternatively be viewed by adding the project keyword
to the shortcut address above. For example,

http://www.woodrow.org/teachers/esi/1998/r/el-nino/

The same shortcut applies across all past institutes too. So the
environmental chemistry institute from 1989 can be accessed as

http://www.woodrow.org/teachers/ci/1989/
