The numbers 02042, 59920, 71225 in the legend have significance to
the U.S. Census Bureau. However, using the names of the Cities rather than
numbers makes more sense in many situations. A method for renaming polygons
is described below.

Verify that the Pla06089.shp Theme is still selected.

Using the Identify tool, click in each area to determine which color and
number corresponds to each City.

Double-click the Pla06089.shp Theme in the View Legend to reopen the Legend
Editor. Drag the Legend Editor to a new position so that it doesn't cover
the View window.

Select the Identify tool. Click in one of the City polygons. This opens
an Identify Results window. Drag this window to a position that allows
you to see the View, Legend Editor, and Identify Results windows simultaneously.

Use the information in the Identify Results window to rename each polygon.
For each Symbol in the Legend Editor, click in the Label column and enter
the name of the corresponding City. Continue selecting polygons and editing
the Label column until the numbers are replaced by the names of Cities.

Click the Apply button in the Legend Editor and close the Identify Results
and Legend Editor windows. Examine your results. We have substantially
improved our map. Instead of one blob with no name, we have three clearly
identified cities.
