This could turn out to be a good example of a project wrapped around the
core of the GREEN workshop. Mary Apodaca will be filling in more
details of the project design process shortly. In the mean time, as
with any project, your next steps would be:
-- Review the 3 basic litmus tests for designing a project
(http://www.woodrow.org/teachers/environment/institutes/1997/goals/projects.html)
and think about how your project can fulfill them.
-- To work on test #3, go to the "Resources" section of our site, and
see which faculty and workshops could support your project. (For
example, as Larry Price explained, the GREEN workshop will include some
CBL-related work, and rivers are of course their specialty.) If the
information on the web is not sufficient, email addresses of the
individual faculty are included so that you can write them directly with
your questions.
By the way, there seem to be a number of programs called "Riverwatch".
The worldwide River Watch Network has a web site at:

Is your affiliation with the Colorado River Watch Network (which appears
to be a separate organization)?
