Overview

The Howard Hughes Medical Institute (HHMI) provides funds for Summer 2003 CORE Woodrow Wilson Teachers to facilitate workshops at local or regional sites. The standards-based workshops are to serve 12 to 25 teacher-participants and must include at least 40 contact hours.

The workshops may begin as early as September 2002 and should be completed before December 31, 2003. You as a Woodrow Wilson Teacher, are encouraged to be creative in structuring these hours and in finding financial support from additional sources. You are also strongly encouraged to utilize the Internet to enhance workshop activities.

WWNFF will begin accepting proposals August 3, 2002. All proposals must be received by December 11, 2002 and may be submitted by mail or email attachment. 

A selection committee of Woodrow Wilson teachers, some of them past TORCH facilitators, will advise WWNFF on apportioning HHMI funds. Proposals will be judged against a rubric based on WWNFF standards. Please remember that your plans are not actually competing against one another, as the committee's goal will be to reach as many teachers from around the United States and its territories as possible.

If your workshop plan meets the standards, you will be designated a TORCH 2002-3 facilitator. Facilitators sign a Memorandum of Understanding detailing WWNFF's responsibilities and the responsibilities of you and your site.

Proposal Guidelines

Proposals should be clear and concise, using the following format:

  1. Facilitator contact information:  name, school and home addresses, phones, fax, email, web page address. If there are two facilitators, please include all information for both people.
  2. Title and brief description of the workshop
  3. National and/ or local standards that drive the content and process of the workshop
  4. How much money did you request from Woodrow Wilson?
  5. How many individuals do you expect to participate in your workshop?
  6. What is your total in-kind support?
  7. What is your total of matching funds?
  8. Site description: school name, district facility, county, etc.
  9. Levels of teacher-participants: elementary, secondary, pre-service
  10. Structure of workshop: (for example, 5 days, 8 hours a day; 10 Saturdays (dates) 8 hours each plus ....)
  11. Curriculum materials
  12. Number of contact hours (at least 40 with the same participants)
  13. Statement of whether or not your team is willing to facilitate a similar workshop at another site that WWNFF finds for you
  14. Day by day agenda for your workshop in outline or bullet form
  15. Signatures of Woodrow Wilson Teacher(s)
  16. Budget, with signature of a  Site Official(s) (e.g. principal, university official, representative from an institution of informal education). (See information below)

Budget Guidelines

Estimate the number of participants you expect to have in your workshop and base the budget on that number. You may have between 12 and 25 participants and the maximum level of funding is an equivalent of  $150 per participant. Therefore, the maximum amount any workshop can be awarded is $3,750. If the workshop brings fewer participants than expected, WWNFF will expect a commensurate decrease in spending.  If there are more participants than projected in your budget (not to exceed 25 participants), funding may be increased to cover increased cost, but may not exceed  $150 times the number of participants.

Although it is not to be included in your written budget, please remember that up to two Woodrow Wilson Teacher- facilitators are entitled to a $1,000 stipend each.  If a group of three or more Woodrow Wilson teachers facilitate a TORCH workshop together, a maximum of $2,000 may be split among them.

Cost sharing (cash/ other support) and in-kind contributions (see glossary below) must be reflected in the budget. Include all expenses: travel, lodging, honoraria, supplies, materials, advertising, refreshments, field trip transportation, entry fees, etc. Submit the budget using the attached form and include a budget narrative to justify any line items that may be unclear.

Glossary

Cost-sharing: stipends, registration, etc., things one pays for.

In-kind support: loaned facilities or equipment, teacher time (if released from other duties), etc; things one might otherwise pay for

Line item: each category of expense, e.g., consultant @ $300, facilities @ $3500 are line items.

Timeline

July 2002: RFP distributed

December 11, 2002: Proposal due to BIO TORCH 2002, Woodrow Wilson National Fellowship Foundation, CN 5281, Princeton NJ 08543

January 16, 2003 or before: Notification to Woodrow Wilson Teachers by WWNFF

September 1, 2002 to December 31, 2003: Implementation of TORCH workshops.
